Strategic Action Programme for Healthy Communities: Pre-pilot research

The pre-pilot research included a literature review and interviews with key informants.

Literature review

The literature review gathered a wide range of evidence to inform the specification of the pilot projects and continued to examine specific issues of interest in more depth and to collect background information throughout the life of the project.

The literature review [pdf format] focused on the following three questions:

  • what factors constrain the ability of the statutory sector to work in partnership with communities?
  • what factors contribute to successful partnership between statutory sector organisations and communities?
  • how does working in partnership with communities benefit the statutory sector?

Interviews with key informants

Interviews have been held across sectors with a range of individuals who have been involved in statutory sector-community joint working. Those interviewed include:

  • strategic decision-makers
  • professional/managerial staff
  • frontline officers
  • community members.

Evidence from their firsthand experience points to actual and potential barriers to partnership working as well as strategies to promote joint activity. The research team's preliminary ideas for strategic interventions have also been tested.
